The fourth chapter of this book serves as a sort of interregnum, or better yet, proverbial ‘calm before the storm’. The insurrection in Asturias rocked Spain, but somehow its constitution managed to hold up, albeit with martial law declared, and then rescinded and re-instituted in certain regions.
